If we're talking movies made by incompetent people with absolutely no budget at all, then Star Games is probably the worst that I've seen.
If we're talking movies made by an actual studio with an actual budget that end up looking completely incompetent, then it's Battlefield Earth and I'm not sure there's a close second.
If we're talking about movies that were competently made and acted and filmed and everything was put together like it was a real movie but the result was a fricking abomination, then it's The Last Jedi and I will fight you if you disagree.
If we're talking movies made by an actual studio with an actual budget that end up looking completely incompetent, then it's Battlefield Earth and I'm not sure there's a close second.

Pee Wee Herman's big adventure. It's the only movie I remember walking out of within 30 or so minutes.

I’m sorry, but BWP was pretty freaking scary when it came out. I watched this at Tinseltown in Shreveport and ended staying at my parents house that night. They were gone for the weekend so I was the only one there and they lived out in the country. It was not my best nights sleep.
