At what yardline does "half the distance to the goal" start?

I believe it depends on the penalty. If the penalty yardage would be equal or more than the difference between where the LOS is and the goaline...its half the distance.

This...

If a team was inside the 30 and a 15 yard penalty was called, it would be half the distance..

If a team was inside the 10 and a 5 yard penalty called it would be half the distance.

Are you sure??? I always though it was 'half the distance' only if the penalty would back the offense in to the endzone.........FOr instance, if the offense had the ball on the 11 yard line, and got a 10 yard penalty, then the ball was moved to the 1 yard line........BUT, if the offense had the ball at the 9 yard line, and got a 10 yard penalty, THEN the ball ball would be moved half the distance to the goal line, which in this case would be the 4.5 yard line..........Not saying your wrong, that just how I always though it worked....

That would make no sense. You'd have a holding at the 11 hurt way more than a holding at 9.

Simply, if half the distance is less than the yardage from the penalty, use half the distance.

Yeah, I guess ya'll are right...I never really thought about it before and just kinda assumed thats how it worked...my bad.....
