I didn’t think Penning played horribly last year, but I can understand not picking up his option and waiting to see if he can improve more before possibly re-signing.

Penning's option costs more than Olave's. It's the right move. If he plays well they can resign him.

It's been speculated that they will do exactly like they did with Ruiz and not pick up his 5th year and extend him. Which works out much better financially for the Saints.
Penning has played well for them at RT and both Moore and Loomis are on record as saying they like Penning at RT and do not see him as a guard.
