If something falls off of your vehicle and damages another vehicle, you are probably legally liable.
No, a road hazard is when the road itself is the source of the problem. If a piece of the pavement cracks off and vehicle 1's tire kicks it up into vehicle 2, then vehicle 1 is probably not liable. But when something falls off of your vehicle--regardless of whether it's that muffler that had been dragging the ground on your old Altima, or a rock in your dump truck load--then generally you are liable for the resulting damage.
