“I am directing you … to reinforce the State’s openness to a collaborative relationship and our firm belief that Californians can be protected from price spikes and refiners can profitably operate in California — a market where demand for gasoline will still exist for years to come,” wrote Newsom.

"State policies, not the new administration in Washington, are why fuel manufacturers struggle to operate in California and why California drivers face the highest fuel prices in the country."

He's got an uphill battle to try to prove "moderate" qualifications before 2028. Most people that know politics know this guy is as far left as it gets, but he would get slaughtered against Desantis or JD Vance.

This is the same lugnut who created an EO in 2020 to "phase out" ICE vehicle sales in the state by 2035. The EO laid the groundwork for the California Air Resources Board (CARB) to make the requirement law.

The El Segundo Refinery (the 2nd built in the state) has been refining along the LA County coast for nearly 100 years. It started as Standard Oil, then Chevron, now Phillips 66.
It's closing down this year. The Standard Bar in El Segundo has been around a long time and a nod to the refinery; a really cool town bar there in El Segundo.
My sister in law was a bartender at the Old Town Patio, a barn close to the Refinery that served beer and food to a lot of the Refinery workers.

Yeah that's definitely why, and totally not having the highest per gallon tax on top of the highest regulatory restrictions in the country. Sure Jan.
California has one of the largest reserves of oil of any state in the country. But compare that to other states with large reserves and large refining capacity and you'll see a stark difference in the cost per gallon.
