Anyone who says 1 cannot be trusted under any circumstance.

2 is much more proper. He’s a real bring your lunch pale to work kind of Dino like the dad in the hit tv sitcom Dinosaurs. If #1 walks into my interview looking like he stepped out of step brothers trying to get a job, I’m throwing his resume out the second he walks out the interview.

As a man of culture, I'd think this would be apparent to you. #2 is the proper location for a tie. #1 would be the proper location for a cravat. Think Winston of the Continental Hotel.
