I usually refer to them as "them sons a bitches who don't have the man power to do their job so they go after low hanging fruit".
Speaking of. What happens if they put infractions on a school and the school just ignores it?
Let's say a football team is suspended from participating in post season. The team finishes 12-0 then wins conference championship and then comes out and says "we will participate in post season and then the committee decides to put them in and they play?
What are going to do? Take away the title from them? Because that doesn't mean anything. Kind of like when they took Reggie Bush's Heisman trophy away. People will still acknowledge him as a Heisman trophy winner.
