It says the building is made of cinder block. If he does this every flood I'm guessing he has the cleanup down and doesn't fool with insurance.

He's on the other side of the flood walls. Pretty much none of the properties on that side of the Ohio can get it. At least not close to affordably.
But for everyone one, Captain's Quarters pretty regularly deals with water since it's literally on the Ohio bank. They have everything rigged to clear out quickly when flooding is forecasted. And the decor is designed for dealing with the water.

I live a few houses down from the owner. Great guy and great family. He has been doing this for years and it’s a much better alternative to letting the river water in.

Dumbass. Pull your mother‘s policy and see if it provides a Drainage System Endorsement ( for the basement you live in). It’s a common tool used by the insurance carrier to severely limit its exposure from plumbing malfunctions. Most of their unsuspecting customers do not realize the limitation until it bites them in the arse.
