Back in 2008/9 St. Tammany agreed to buy a large water and wastewater system owned by a private owner H20 (SELA) Systems, the main reason for this was that the feds busted them for MAJOR wastewater violations of the Clean Water Act as well as violations of LA DHH and LA DEQ statues, to the tune of $30 plus million in fines and penalties. Basically, they put systems in and failed to maintain them or operate them correctly, let alone failing to notify the state when they were bypassing raw untreated sewerage into the many ditches, canals and lake. The company was facing total bankruptcy and needed a Government Bailout. The company the Parish bailed out was SELA, owned by Jared Reicke, friend of Kevin Davis. If you review the court case the pollution will shock you! Side note of interest: Bruce Cucchiara worked for the Riecke family in Covington, which has numerous business interests. Cucchiara was the first president and CEO of Resource Bank, when it opened in Mandeville in 1998.He also worked at the American Bank then ran SELA, before it was bought out by St. Tammany Parish Government. On April 24th, 2012 the Covington businessman was shot and killed in eastern New Orleans.
