Emissions testing for the BR metro area is mandated under the Clean Air Act, due to historical air quality monitoring results. This is enforced by the EPA.
The state can eliminate the state inspection requirements, but can’t eliminate the federal emission testing requirements. So even if the state drops inspection stickers, people in BR and the surrounding parishes will still be required to have them for emission testing purposes.
Of course, the question becomes whether anyone will actually be enforcing them if there are a bunch of vehicles on the road with LA plates and no stickers. It might be something you only get ticketed for if pulled over, or they might make it a requirement for registration renewal. But the state can’t eliminate it completely.

And that is the problem. They need to be pulled off the road. Somehow doing that would be a war on poor people or something. You see those same poors at the bar or buying a 12 pack every night with a carton 2 or 3 times a week ,but they can't get a new set of tires? I live in Germany and one of my tenants was pulled off the road. The Polezi took him off the road and he had to make arrangements to get it towed to a shop. I forgot exactly what it was ,but they deemed it unsafe took his license and had to give the report and receipt from the mechanic before they gave him his license back. Then when they did he had to drive to the station so they could inspect it themselves. This was after the technical inspection which is done every 2 years and pretty rigorous. shite on cars break ,but if it is a glaring safety issue they make you repair it as they should everywhere. If it is something small like a burnt headlight they will not take your license ,but take your name and address and give you a day to fix it and you have to show it is fixed. It should be that way in LA maintain your shite or get off the road.

I’ve been certified to inspect since around 2000. I haven’t done it in many years, but I still drop by the place I worked at time to time. This has been proposed and proposed dozens of times. The biggest disadvantage is the business loses money. They use to receive around 40% on 1/2 year stickers and around 60% on commercial/DOT stickers. The state police and DMV got the rest. What I was told many years ago by a DOT sergeant, basically a big time state trooper, was if they ever passed it, you would pay a one time fee when you registered your vehicle. He said it would be around $50-$70. That would be your “inspection”, and it would be good until you sold the vehicle or dropped the tag. Also the state planned on hiring around 200 more troopers to do “inspections”. They would patrol just like normal, but main focus would be to randomly stop people to check lights, horns, tires, ect, ect. And you know majority would be ticketed for something minor like a license plate light out. The state was gonna get their money and the businesses were just gonna be out all together.
I will say years ago inspections were not that great to do. The state would sit close by and watch you, they would send in someone knowing the vehicle would technically fail for something minor hoping you’d pass it so they could come fine you. I’ve personally been fined twice. Now days, they are more relaxed. The sergeant I mentioned was very cool about everything and even told me the state just wants the money. I personally was more relaxed doing inspections because the business made decent money selling them. I could overlook a small crack in the windshield, license plate light out, ect. If a light was out, I would tell them and 90% of the people would ask me if I could fix it and we did. I never charged an absurd amount and probably gained more business when they told people how good we treated them. It was a win win. Now if the windshield was shattered, lights busted and hanging out, ect, I would just tell them I can’t do it. Never had a problem and they knew it was a gamble if they got the sticker or not. Most would say “I had to try”. I would offer the rejection sticker and most got it. If you had the problem fixed in 30 days, you came back and got a regular sticker for free.
Long story short, if they do away with inspections like now, small business loses and the state is gonna hire more troop to patrol to do “inspections” on the side of the road. That’s what’s coming if it passes

You would be surprised at the places that do a thorough check. They actually drive the vehicle to make sure the brakes work. That's why you can't go when it's raining. Seatbelt checks, making sure all the windows roll down, horn operable, etc
I don't know how stations that do more than just inspections(tire shops, mechanics) have the time to do a thorough check like that. Just a quick blinker/light check plus adding the new sticker takes at least 10 minutes.

The oldest sticker I've seen on a vehicle was nine years. He was a manager at a former job that didn't believe in them.

It may be a little bit more if you don't have one but don't quote me on that. But, if you don't have one....how do they know you're from Louisiana without stopping you or doing a checkpoint? By the time they would see the license plate passing them by, you'd be long gone.

Except in Texas the inspection fee will just be tacked on to your annual registration renewal. This proposed law eliminates the sticker and the fee.

The Hoosiers and blacks refuse to get their tags or plates. Temp tags for years and expired tags for 4+ years
