The weird part is they shake down the white guy on suspicion that the black guy handed him drugs, but don't shake down the black guy they allege was selling the drugs.

You guys are clueless. Obviously It’s illegal to hand something to someone else. 
This is so dumb. The phone call with the off duty is on the video and he says “I saw him hand something to the other guy.” Well, so fricking what? It’s ridiculous that they were even called. But a simple 60 second conversation could’ve ended everything. But instead the guy is arrested and his truck is rifled through. Pathetic.
