My neighbor borrowed mine and he was having the same issue - ended up being low pressure coming out of the faucet.
Same thing with my Honda gas pressure washer. I was trying with a 1/2" supply that was about 100 yards from the house and it would sputter. Hooked it up to the main supply by the house and it worked fine.

Internal pump seals may be the issue if you have cleaned all you said you did.

Research the unloader valve for your model. Had a buddy just dump a fairly new pressure washer with same issue. I threw $20 at it for a new uploader valve off amazon and it works perfectly now

Had the same thing happen to mine and it was the hose. I know that may seem obvious, but I changed the hose and it worked completely fine? Is the engine revving up and down?

Sounds like it's more of a water supply issue, but the choke also seems like a good place to start on the PW itself. Can't hurt to give that a once over.

Mine is a Honda engine and is about 6 years old. Mine does this if the washer is not sitting perfectly level. I don't mean cock eyed on a hill tilted either. My driveway is flat concrete and it does it sometimes. I just have to adjust it slightly and it goes back to working fine.

Clean screen at connection where hose was removed.

Adjust the unloader. That's the spring part which regulates the pressure.

You need to replace your Chemical injector.@$10. amazon. Mine did the same.

Mine is surging when the trigger is not pulled. Pull the trigger and it stops surging. Cleaned the unloader, checked for leaks, etc.
