queston about fulton street - new orleans

Fulton street by harrah's and ruth chris was really nice in the past. however, we went visit it yesterday after football state championship and it was nothing. nothing was decorated. no walkway with lights. Was it a Harrah's thing in the past or did the city sponsor it? it was barren and not one christmas decoration.

I wonder if the new Caesar's hotel is drawing foot traffic away from the old Harrah's hotel and Fulton Street. My own observation is that the Fulton scene was somewhat of a covid casualty.
