Recourse against Garcia Roofing

My sister (no pics) had her roof replaced by Garcia after it sustained Ida damage. A few months later it is now leaking, damaging multiple rooms inside the house, and flooding her garage. Garcia is ghosting her phone calls, and when they finally did send someone out to inspect, they blamed the flashing. She did not read the reviews, as this actually seems like standard practice for Garcia to do shitty work and then not cover it when there are leaks.
I would get it repaired by someone as soon as possible to mitigate any further damage and then file a suit against Garcia to attempt to recover damages, but I don't know if that is the best course of action.
What is the best course of action for her to take?

"Garcia did my roof" when house was originally built. Same issues with leaks that were blamed on the flashing. Roof has since been entirely re-done by another company.

If you haven't already, take lots of pictures before any repairs are started.

I instructed her to take videos of the leaks, state her name, location, address, etc, and they have done 1 inspection so far.
The one thing she has going for her is that she had multiple insurance inspections so they have proof that there was no water damage in these areas before the roof "repair".

Definitely mitigate the damage being done. Get a legit roofer there and have him document all their screw ups and fix the problem.

Flashing is a common leak point if its not done correctly. Garcia would have/should have done the flashing when they installed the roof, so its definitely their fault. If the roofing company is being uncooperative, try posting on their social media, threaten lawyering up, going to the news, better business bureau, etc
Another option is filling a claim through her homeowners insurance. They would cover the cost of the interior repairs (but not the flashing repairs) and probably subrogate the roofing company for the costs and her deductible reimbursement. If immediate repairs to the flashing and/or interior are necessary, take extensive photos of the flashing issues and all damages, and save all receipts.

I have my roofer going out Monday to start documenting issues and quote the repair.
Does anyone have a recommendation on lawyers for this, or does a normal insurance claim lawyer do these types of things?

This was an Ida replacement, and they claim they didn't touch the flashing. If it needed to be replaced, should they not have done that? The roofer who did my house said sometimes companies skip flashing even if it needs it because it takes a lot of time.
