Or maybe we're the most advanced. First contact will happen when we land on a primitive world where the people shite in their hands and smear it on their own faces and the space progressives will start shuttling them to earth and handing them EBT cards.

Not unless the lifeform reading Vger had travelled close to light speed for a bit or spent time near a black hole. Vger is moving at 10 miles/sec, though that's not going to dilate time any appreciable amount, relatively speaking.

Thing is even if they were intelligent there’s still no guarantee their home planet even has uranium for them to know that. And their measurement of time is likely far different since we measure in earth years

but the rate of decay is constant no matter where it is; so acts kind of like a universal measurement of time in application.

...and even if they don't have that specific thing on their planet, the idea and measurement of decay may be a thing for other items on their planet.

Why would this matter? Ignoring for a moment the subjective experience caused by relativity, a given block of time is a given block of time, regardless of the units of measurement. It’s not fundamentally different than weighing two objects using imperial or metric units. Regardless of which you use, you can discern the mass of one object compared to the other.

We could build a much better version with today's tech. We should send Voyager 3 with a longer useful life span, better cameras, better communications, and improved speed.
