Not unless the lifeform reading Vger had travelled close to light speed for a bit or spent time near a black hole. Vger is moving at 10 miles/sec, though that's not going to dilate time any appreciable amount, relatively speaking.

...and even if they don't have that specific thing on their planet, the idea and measurement of decay may be a thing for other items on their planet.

Why would this matter? Ignoring for a moment the subjective experience caused by relativity, a given block of time is a given block of time, regardless of the units of measurement. It’s not fundamentally different than weighing two objects using imperial or metric units. Regardless of which you use, you can discern the mass of one object compared to the other.

We could build a much better version with today's tech. We should send Voyager 3 with a longer useful life span, better cameras, better communications, and improved speed.
