It's a slap in the face to every other graduate that attended and had to sit and watch that

Don't believe everything you see on social media.
It wasn't a graduation. It was a live taping of their New Heights podcast in the University of Cincinnati arena.

The irony of someone who writes this sentence
asking if someone is a 17 year old.
But that video is kind of sad. Mostly because the college professors go along with it laughingly rather than the fact that Kelce does it.
