Nothing, you can't kill a crepe myrtle. They are from the devil.

Mine had same thing - Go to good local plant store and get a jar of treatment chemical to mix in a spray bottle (also comes in pre mix I believe but it's more expensive) and you can apply to your tree. According to my plant store specialist this is not fatal for the crepe myrtle but is treatable.

This didn't actually tell me a product.

That's a mold. It's caused by bugs though. You probably have something like aphids. They leave their secretions on the plant when they eat the leaves. You can spray the tree with something to kill the bugs and the mold will go away.

Did you tree go to the prop stop recently?

Definitely give it a good trim when it loses all of it's foliage. Don't go and commit crepe murder and just slice it down. That's how you form knots and it looks like crap.

The product I was recommended was "Hi Yield systemic insect spray". $18 for a 16 oz bottle.

Not true. Tie a chain around them, tie it to your truck, rip it out of the ground. Rip out the few remaining small roots out of the ground by hand. be a man.
Just ripped out 6 of my mature crepe myrtles, and I've got 4 more to go.
I've learned to hate Crepe myrtles and there never ending falling leaves.

The mold won't harm the tree. Use some Consan Triple Action 20 to spray on the mold and it will come off.

You have black sooty mold caused by crepe myrtle bark scale.
Those little white specks are the scale. If you look closely, they are little white fuzzy bug things.
Only thing you can do now is blast it with a water hose to knock off the scale bugs and spray dormant oil spray on it when the leaves fall off. Spray it really good. Starting about May, use the drench with imidacloprid.
This is what I used... it was about 20 bucks:
The CMBS won't kill your crepe myrtle, just make it ugly as sin.
Here is some info.
I had the same dang thing on all but one of my crepe myrtles. The imidacloprid worked wonders. They didn't bloom as much this years, but the scale and mold are gone.
Alternatively, you can get a whole bunch of ladybugs, and they will eat the scales.

Treatment – The best window for control is late April or early May as the crapemyrtles begin to really flush; during this window, apply a soil drench of an imidacloprid product such as Bonide Annual Tree & Shrub Insect Control. If CMBS are in your area, it would be a good idea to apply this as a preventative measure during this window. This imidacloprid product is a soil drench that is watered into the root zone, specifically in the drip line of the tree where the feeder roots are located. Every month past May, the effectiveness of control decreases since the plants are growing less and less. During times when crapemyrtle trees are not in leaf, apply sprays of dormant oil (containing paraffin oil) or permethrin, taking care to apply under loose bark and in cracks and crevices.

Do you just spray it on and leave it or does it need to rubbed in?

Very common. Not fatal. Easy to treat.
From, LSU Ag Center LINK:
Here is a one minute audio from Dan Gill that recommends some treatments. LINK
If you just go to the store blind, ask/look for something that will kill aphids. Not all the regualr sprays will.
The aphids suck the plant juices from the tree and excrete a sugary substance known as honey dew. The sooty mold grows on the honey dew.

Sooty mold is always an indication that you have an insect problem and if you can either prevent the insects or control them, you will not have sooty mold.
The preventative treatment that I like to use requires painting a insecticide band around the tree trunks with either Orthene 75S or Acephate 75S.
