Where is Lootie? Where did he go?

As yet another day of New Orleans flooding & Hurricane Season arrives, the answers into the disappearance of Lootie remain a mystery.
Why didn't anyone identify him in the years after? Is he still alive? Why didn't he come forward after the fame?
So many unanswered questions.

Even though tips came in a few years ago about a sighting in the Hawaii lava, it never turned into anything.
