Why do certain races (not naming names) not know basic traffic rules?

Turning left on a green light (not arrow) while cars turning right on opposite side of street also have a green light is a pretty damn basic rule of traffic I would think.
Why does every single person coming out of Goodwood (the little apt area part at the end of Goodwood) turning left onto S Flannery, think they have the right of way?
I really don't understand. I mean I guess I do, but I don't also.

We pass down knowledge through each generation, as well as through peer groups. If basic knowledge of customs, rules, and laws is never learned in certain segments of society, then there is no knowledge to share.

I’ll say this. All of the countries I’ve driven in have confirmed that the US has an extremely polite, non-aggressive driving culture.
In a lot of countries, just normal day to day driving is only slightly above organized chaos.

I can affirm this.
Canada is the same as the States.
I drove in Kuwait when I was over there 20 years ago and they give less than zero fricks.

I don’t think most people know even the most basic traffic rules. I am convinced everyone should have to take a written test every time they renew their drivers license instead of it simply being a tax.
