Let’s say your Louisiana plate/registration is up for renewal. You pay the money for a new sticker/registration, but instead putting it on your state issued plate, you design your own plate, use what ever images, etc you want, as long as it’s not offensive.
You do put “Louisiana” on the top of the plate, and use your state issued numbers and letters, plus put the new sticker on it.

Would this fly?

This is completely legal according to the LA Surpreme Court and upheld 2-1 in the US Court of Appeals.

This is called a cosmetic plate and no, it's not legal in Louisiana.
You can put a fake one on the front bumper here though. Don't try it in Texas.

If there is no money in it for the state govt. it is “put you under the jail and throw away the key” illegal. Or you could end up in Angola making license plates for the state anyway.

State gets its money. You’ve done bought a plate and renewal fee. You will still need to renew your plate every two years.

I bought a new Harley when I was stationed in England.
Even though I had my MC license since I was 15 1/2 in Commiefornia, I still had to take a safety course to get the endorsement on my military driver license.
Since I worked in the sheet metal shop, I made my own plate and put on some very high quality vinyl numbers and letters.
The bobby running the class noticed it right away and informed me of his displeasure in what I had done.
I told him it looked better that the crappy plastic ones that you have to buy from a vendor of The Queen so forget about it.
I was still pissed off I had to have parking lights installed and my reverse lights turned into amber turn signals on my '89 Shelby Z so it would be "safe" on their roads.

This is fricking America bruh. Land of the free. You do what the hell you want to do and you don't apologize to anyone. You make your own damn plate and tell those filthy pigs to go frick themselves if they don't like it. If they get mouthy, back hand the biggest one into next week. You don't need anyone's permission to make your own plate. You live in a free country. Start acting like it. Let's see those sweet custom plate pics asap brother!

Its not a bad business model. Vanity plates are legal. Its damn near impossible to know what state a tag is from anymore because buying different plates is a source of revenue....some smart fricker ought to do it online and cut the state in....there'd be a market for it and all that matters is the money anyway if you base it on the number of different plates offered by the state....

the answer is probably not legal

on a practical level, how good is the plate? I don’t think cops know every single plate type out there?

and would have a real number right? so if you looked it up your registration would match?

And make sure to tell the officer that you are not engaged in business and are not driving, but traveling when they stop you to inquire where those beautiful license plates came from.
