Posted in OT lounge and was told to post this here as well.
Purchased boat in Orange beach where they don't require boat owners to have titled trailers. Getting the boat title was no problem, and i have the bill of sale for boat/trailer combo. Trying to get the trailer titled in my name in Louisiana. Went to the DMV and they said I needed a previous trailer title, but as far as i know i will not be able to get one. Anyone dealt with this issue before?
Side note: the previous owner is non-responsive so i won't be able to get help there.

Go to one of the car title transfer agencies. I once bought a used truck in California and when I got back to Louisiana to get a plate and register it, the DMV wouldn't do anything because they said I needed a bill of sale, even though I had the title, but in California at the time a bill of sale was not required on the sale of a used vehicle. I went to that title transfer place on Bienville and Jeff Davis and the guy there was able to cut through the red tape and get the truck registered.

Second going to a car title transfer agency. I went to one when I bought my boat/motor/trailer. For the few extra dollars, it was worth having them handle everything.

Go to a title transfer place. They can look up the state and confirm it is not a title state. You will need an original of the bill of sale and possibly confirmation that the trailer is under a certain GVWR (I did as the state I purchased from exempted only up to a certain size from title requirements). I needed the trailer registration as well as the state I bought from had a registration requirement, but not a title requirement. Took me about 30 minutes.

so who told you that? or did you just accept the sellers word for it?
i find often if you go to a car title transfer agency they will fudge things for you with issues like this.
chances are you will need to buy a new trailer or buy an old rusty junk trailer with good title then scrap it and put those ID numbers on your trailer.
a trailer is a trailer is a trailer so as long as you put the matching numbers on it you have a titled trailer

Go to a private title company with your bill of sale, tell them the situation. They will give you a form that you need to take to a state trooper location. They will inspect trailer and sign paper. Then you can get it registered and titled back at title company. I bought a boat from Oklahoma. Went through situation

I thought we answered this question for you yesterday?
You have to get the LSP to inspect the trailer

Never buy a trailer without a title if you want it legal in LA.
State Troopers are only supposed to inspect and stamp homemade trailers.
If you can find a junk trailer with a title then that would be the easiest way.

Bringing this up from the past. Bought a boat and trailer from Florida. Florida doesn't have titles for trailers. Is this advise correct:
Update: went to abc title. FL does not have titles on trailers less than 2000lbs. But I need their old registration and bill of sale instead.
