My trash cans are forever catching rainwater, and right now I've got about an inch of the most disgusting standing water imaginable in the bottom of the can. I was thinking about drilling a couple 3/8" holes for drainage, but will this cause problems with bugs or maggots getting into the trash? thanks

It will cause dirty arse trashcan water to seep everywhere. Don't do it.

Or you could buy a trashcan with a lid.

I have holes in the bottom of mine because I'll leave the lid off after a crawfish boil to prevent the stench. My trash runs on Wednesday so there's a fair chance it'll rain between Saturday and Wednesday. Never had a problem with bugs or maggots

I did this on an older one that had a warped lid. Ours are provided by the city. The way my driveway is sloped, and where I sit my cans, I just drilled one hole in the center at the bottom of the front of the can. It doesn't come flying out, but it will drain and I didn't have that nasty water sitting in the bottom. I think the damage happened when the garbage truck lifted it one day. We have those with the claw that grabs them, and lifts them into a smaller dumpster on the front of the truck. It slams them pretty hard and shakes them to get all the trash out, and I'm guessing the lid got caught on something and it smashed it pretty good.

Even if you have a lid...sometimes the automated truck flips it so the lid doesn't close. I was actually thinking of putting some kind of weight on the lid so it would help it to close (or some sort of counter balance). Mine stays open more than closed after the truck runs. Of course there's always the option to never drain it..and let it fill up with water...and then I'd love to see the truck driver's face when he lifts it up and pours 55 gallons of water into his truck.

Bleach your cans once a month.

Just dump a jug of dollar tree bleach in there and close the lid.

this is city provided so buying a new one is not an option. I think I will drill it and put some fill underneath so it drains away from my property. Thanks all.

I drill holes in the bottom of cans that I use a trash bag in. This helps defeat the vacuum when pulling the bag out. I have no troubles with bugs and stuff, but, there's a bag in there

And as far as the lid, it's only left open after the trash guys leave it open.

The city will fix/replace them here, it's in the contract.

don't make big holes, they will cause the plastic to split, just drill about twenty holes 1/8" drill bit and not in the corners or edges because that weakens it
