Louisiana boat registration is dumb

Just venting
Bought a 14ft Jon boat for running lines. Put a 20 hp on it. Nice little rig for cheap.
Dude I got if from never registered it. He had it on a little oxbow lake behind his house. He got it from a guy who had registered it many moons ago.
I send in a notarized bill of sale, the application complete with the old registration numbers, $40 and the hull ID.
They wont register the boat because the guy I bought it from was not the last person to register it and OF COURSE, tracking down the guy who registered it 20 years ago has been impossible.
And btw, when I asked LDWF for info on who that was they cant share that info with the public.
So I can either take my chances running this boat on the river or make a big tomato planter out of it.

I've run into similar and it's never really made sense to me as we don't title boats, just register them. The registration shouldn't act as a defacto title, but here it basically does.

My brother had a similar issue a while back when buying a jon boat that had been sitting in somebody's yard for a few years. He ended up having to go to a justice of the peace and have the owner sign an affidavit that he had legally acquired it from the previous owner or something like that.

Go to LADWF website.
Enter the boat's current numbers and hull ID as if you were going to renew the registration. This will pull up the last owner's name on file with LADWF. Then see if you can get him to go to notary with you to complete a bill of sale.

As a former attorney I recall having fits over what the law said versus what DMV required. I understand their concern that you cannot prove that you bought a boat from its owner or can prove you didn’t buy it from a thief. But that is your problem or your seller’s not the State of LA. Did you ask for the title? Duh.

Bought a Hanko. Only built in Morgan City LA. Original owner from Thibodaux. 2nd owner, original owners brother who moved to Texas. I buy bought in Texas, guy signs everything over to me.
Can register boat. Can not register trailer because Texas doesn't have registration on trailers so we didn't sign the correct paperwork. LDWF refuses to register trailer without original paperwork. Hanko can't provide because it's a 97. First owner is dead. Brother has driven from Texas to BR for me, still won't register trailer.

When i bought my boat from Texas, I had 3 original notorized bills of sale each for the trailer and boat. I think I needed two of them for the trailer and one for the boat. It was a pain in the arse.

I had the same situation. Pain in the arse. During COVID (may still be that way) they removed the requirement to have bills of sale notarized. Made it a little easier to fix the issue.

Anybody know what the fine is? I can’t get a registration so I’m thinking I’ll just pay the fine if I get caught. It’s just a little flat boat. How much could it be?

The Louisiana boat registration procedure is not dumb, the person you bought the boat from is.
It's to prevent stolen boats from being registered .

I may be wrong but I have always read and been told that boats in Louisiana aren't titled if someone pays cash for the boat. If the boat is financed then there is a title. Is this correct?

You must register with LDWF all motorized vessels/watercraft, including sailboats 12 feet or longer, used in Louisiana waters. You must also register non-motorized houseboats.
You must title a boat or outboard motor (25 horsepower or more) that is financed or currently titled in another state when you’re registering it in Louisiana, a homemade boat, or a boat that has an incorrect hull identification number.
Trailer has a separate title through DMV.

100% agree. If you buy a used boat, they make it as difficult as possible to register it. I had to go to the department of revenue for a stamp and signature after I'd waited in line at LDWF for an hour. Then go back to LDWF after. It's absolutely retarded.
Later I bought a used bass boat from a good friend. It was his dad's who had passed. I just kept reregistering it in the deceased father's name.
It's much easier to buy a new boat.
