Process of getting a New Title to a Boat

My friend has a boat that we're trying to refurbish and bring duck hunting with us in January. It has no title. It does have numbers on the front.
What are the steps I need to take to get a new title? TIA

Boats don't have titles. They have registrations. The trailer should have a title though.

It should have a Hull ID number. If the registration numbers on it now are from LA he would need a bill of sale to transfer from the previous number. I think wildlife and fisheries page has a link to use the Hull ID number to track down ownership. As stated above I don't think there are titles, maybe a certificate of origin but thats not needed to register. Go to the LA Wildlife and Fisheries page and follow the links to a registration application. There are instructions there on what is needed. I just did one from out of state and it was a fiasco getting all the signatures for the tax forms. Nothing really difficult just dealing with 3 government agencies

Not true. If your boat was financed you have a title. That title will be needed for any transactions on that boat. If you look at your registration card, you will see a block that says "Title #". If it has been titled before there will be a number there. If no number, the boat hasn't been titled and one is not needed.
To answer your question you can get a replacement title from DWLF for $35 IIRC. There is a form that whoevers name is on the title need to fill it out.
