Questions about Buying a Deleted Diesel

I totaled my 2012 Duramax and am looking for another. Mine was deleted so I know a little about them. I looked at a 2013 at an actual Chevy dealership today, not some side of the road car lot, and as soon as I started it up I could tell it was deleted. I started poking around and sure enough is has a full egr/dpf/def delete. The def tank has been completely removed altogether. I drove it and it seems great, only 110k miles. So I told the sales baw I'd call him tomorrow.
They never disclosed anywhere that this truck has no emissions on it. It's a 13 so it's sold as is. Fortunately my parish doesn't do emission tests but someone would be screwed if they bought that not knowing and went to get an inspection.
Is it even legal for an actual Chevy dealer to sell a deleted truck? I want the truck but I'm thinking I may be able to work this to my advantage. Should I say I know what the truck is and I'll agree to buy it as is for $xxx or you can send it to auction because it's illegal to sell? If so, what's an illegal truck discount worth? They're asking 27k for it before any negotiations.
Lastly, the programmer of course is not in the truck so if I ever had to get some service done that required resetting the computer, I'd be screwed because I couldn't reload the tune on it, so I'd need to buy a programmer like efi live, mini Maxx, etc, which is $700 on up.
The inspection sticker on it expired in November 2019.

The only way I would buy it, is if the dealership said they would reprogram back to factory specs.Then I would go buy the tuner you wanted. I would want a factory tune just in case I ever needed to bring it to the dealer. And for resale. Also if you start getting to pushy with the legality of the truck, they might just say f-it and wholesale the bitch out. Good-luck.
I had a 03 F-250 7.3 with a tune and even after it was out of warranty, I always put it back to factory setting when I had work done at the dealer. Sometimes they will flash the ECU with factory updates, so whatever is in the ECU is gone. This was all years ago, so maybe things are different, and I'am talking Ford, not Chevy.

You can’t program a factory tune. It’s missing half the required parts.
Also, I’m pretty sure there are no emissions tests on diesels.
I doubt you are going to negotiate any better because it’s deleted. Negotiate as you normally would and buy it baw.

I would never buy a deleted truck. I am quick to delete my own, but Ill never buy one already done.
Find a clean one with emissions and spend the 1k to do it yourself.

If you are stopped, and a DOT inspection performed, you will be fined retroactive to mile 0 to present miles on odometer. It is federal, and state law that is violated, so you will be fined twice, just like migratory bird laws. Roll the dice if you feel lucky...

Just curious as to why? When you delete you're just disconnecting a bunch of crap then putting a tune to fool the computer into thinking it's all there, right? Is it because the tune might not be good? Seems it'd be pretty hard to screw up disconnecting plugs and replacing the dpf with a straight pipe. I'm no expert at all which is why I ask.
I just want the truck to reliably pull my 5th wheel camper, which is what the guy used it for before I'm sure. It doesn't have a gooseneck ball in it, just the rails for the 5th wheel hitch. It's a 1 owner, not lifted or modified in any way other than the delete. Doesn't even have many scratches inside the bed.
Can I buy a programmer that has a tune loaded on it and simply plug it in and it'll delete the current tune and load the new one? That's what I'm really concerned about is I don't have the programmer that was used. My last truck was deleted by Tri-Care in Prairieville and the guy gave me the programmer to keep in my glove box in case a mechanic or dealer ever accidentally deleted the tune. I never had to use it but it gave me peace of mind.

My man it is likely over 75% of the diesels on the road have been deleted, you are not an amazing genius who discovered a way to save money.
Personally if it were my business and you came in tossing the term illegal around like that without knowing WTF you are talking about I would have you escorted off the property immediately.

Excuse my ignorance but what is a deleted diesel? I have a 2002 Duramax with about 215k miles and in the not to distant future I’m going to have to look for another one !

That's what people keep telling me. I'm not interested in being truck poor. I'm trying to find something for 25ish out the door, 30 max if it's really really nice.

I doubt you would because I'm a pretty bad arse sumbitch, not really, but I get what you're saying. LOL I don't plan to bust in there and say knock off 10 grand or I'm calling the epa. I do find it odd that a Chevy dealer would have a deleted truck on their lot though. I wish it had the programmer, I think I'd be all over it if it did. I'm gonna come out and ask tomorrow. Never know, they might be like, yeah it's in the file cabinet in the back room.

Why? They most likely bought it at auction and have zero legal requirements to verify anything, hence as is where is.

Dude, keep that 02 and you won’t have to worry about deletes. Which is when thes baws remove all the emissions bullshite that have ruined diesel pickups, starting around mid to late 2000’s.

that dealer cannot knowingly sell a non emission compliant vehicle...
I would casually mention that you noticed the truck had=s been deleted and that what you've read the EPA is handing out big fines to individuals caught with such a vehicle...Ask them if they will put it back into compliance for you and you will buy it.
that way if you delete it yourself and the EPA does get even more heavy handed and comes down on even harder, you will have all the pieces to put back on it
This will probably cost the dealer around 5-7000 to accomplish

and I'll add to this post...When and not if your injectors go out replace them with SAC nozzled injectors...used to be available in only 40% over through bosch motorsports...but now sold in a stock configuration...they last much longer than the original VCO design

The dealer can't legally sell a deleted truck. I just traded in my 13 ram 3500 yesterday. I had to put it back to stock before I went to the dealership.. I saved everything when I deleted it just incase.. now I have a tuner for a Ram that I don't need..

This, I've got a Ford PS and was waiting for the warranty to run out before I deleted it and now I'm out of luck. Plenty of local guys will pull the stuff off but getting the tune/tuner is not going to happen now. All those guys who "roll coal", gee thanks.

They can, but not for on-road use. IOW, you shouldnt be able to get registration for it.
