This is an old and well-established game. You establish a foundation, it raises money, and then it flies you all over the world, feeds you, houses you, and entertains you all under the auspices that you are working on behalf of the foundation.
The Clintons (and others) live an extravagant lifestyle while simultaneously earning very little money for themselves and avoid paying taxes. Sure, they get some speaking and appearance fees and the occasional book deal, but that money pales in comparison to what it takes to maintain an entourage, your own jet and crew, drivers, and upscale hotels and dining.
And let me just say that 4.4 bil would go a hell of a long way in Haiti. Our church mission team hired Haitians for around $2/day to rebuild a school on the southern peninsula. The structure was made of rebar and concrete, had no central air or running water and limited electricity. And relative to the other structures in the surrounding village was the Taj Mahal
