Steps to take:

1. Appoint 5 immigration judges to just hear these particular cases
2. Arrest these people and incarcerate them.
3. Advise them in their native language that they are having a deportation hearing in 5 days.
4. Have hearing and have them deported.

Seems simple enough to withstand challenges.

You could take everyone arrested and brought to gitmo to wait for zoom deportation hearing.
