The schools are required to enroll illegal alien children and provide all the services they need. Fed Gov is not required to fund it though so the schools fall apart exactly like you said.

What they are going to find is that there are quite a few using fake SSNs or other documentation, along with the fact that illegals can apply on behalf of eligible household members (anchor babies or lawful permanent residents). In these cases, benefits are calculated only for eligible members, though the household’s total income (including the undocumented member’s) is considered. What this means is that in a family of four with one parent who is here illegally, one eligible parent, and two citizen children, SNAP benefits would cover the three eligible members, prorating the illegal’s income.

This creates a lot of fuzzy confusion in the program, BUT it should also help to serve to root out more illegals (especially those who may be defrauding multiple programs).
