Seriously, my first thought was that "Velma" sounds a LITTLE like it might be a name from one of the dozens of ethnicities on the subcontinent, so I ran a Google out of curiosity.
Three different baby name sites have two different guesses as to origin (German and Greek) and several different meanings for the name "Velma," none of which originate anywhere near India.
