How is that possible when they're always so wise and prudent in spending taxpayer dollars? This is a real mystery

I am here now and it is not a fun place. Traffic sucks and it is a dump unless you are in the hills. Hopefully I will never come back.

It amazes me, it’s not that hard to forecast tax revenues and your expenses over time. I could see it being of in the millions due to optimistic forecasts and some unexpected expenses, but a billion is a huge shortfall.
