The pool holds 6.5 million gallons of water; so, the concentration of orthophosphates in city water scaled to that would be high.

A simple test for ppm can be done & compared to the city tap water.
There’s high & there’s very high, elevated. I just don’t know if those numbers are available

Heat alone will suffice. But jacking up the phosphates will kick it into overdrive. Which seems likely to have happened here.
