Easy there civilian. The officer wouldn't have been the one who installed it on the weapon, but should have hopefully noticed an issue looking through it.

That's entirely possible.
But it's really not a big deal and says zero about the guy's competence at his actual job. It's like ripping a big fart during a wedding; it's embarrassing and you don't want it to happen to you but it's not indicative of some deep character flaw. He probably hasn't touched a rifle since OCS and I don't care if the skipper of a ship is a weapons expert any more than I care if a grunt can captain a ship.

He does not know how to hold a gun. He does not know how to shoulder the stock. He does not know how to properly use the scope to acquire a sight picture ... and even worse the OPTIC IS ON BACKWARD AND THE COVERS LOOK TO BE ON!!
He also does not know that the vertical foregrip placement makes zero sense. He does not know to keep his elbow down while shooting.
Other than those few things, it's just fine and dandy. I wonder though, if his "buddy" putting his reassuring hand on his shoulder is currently stationed below the galley?
