After shower remodel, had to pull some little black doodad out of shower head to make it flow like one would expect.

I think that the higher the possible flow rate the more water a user will use.

Trump made me aware or restrictors on shower heads in 17. Ive taken several out sinse. Make a world of difference. Takes monutes to do.
