Timeline for War Conscription in US ('Selective Service Act' / "Draft" enacted 1917-1973)

Here is a short overview on the History of The Draft (or "Conscription) up to the beginning of WWII. PBS - © 2001 MacNeil/Lehrer Productions
Colonial Period 1600s, 1700s - Each colony forms a militia made up of all adult male citizens.
Revolutionary War (1775 - 1783)- A regular army is raised by offering enlisted men cash bonuses and a promise of free western land after the war is over. When this system does not attract enough soldiers, General George Washington calls on state militias. However these local armies are made up of poorly trained citizens who often have to return home to tend to their farms.
Once he becomes president, Washington tries to register all men for service. Congress does not pass his regislation or others proposed by Presidents Adams, Jefferson, and Madison.
War of 1812 - Recruitment efforts include thirteen-month enlistment periods, a sixteen-dollar sign-up bonus and the promise of three months' pay and one hundred sixty acres of land after service.
The Congress authorizes President James Monroe to call up one hundred thousand state militia. Some states refuse.
Mexican War (1846 - 1848) - The one-year enlistment of many troops expires. Military action must wait until replacement troops arrive.
Civil War (1861 - 1865) - The Confederate Army enlists volunteer troops for one-year periods while troops for the North enlist for periods of three or nine months.
Eventually, each side turns to conscription as a means of keeping its armies in place after enlistment periods end.
North - In March 1863, Congress gives President Lincoln the authority to require draft registration by all able-bodied men between the ages of 20 and 45, regardless of their marital status or profession. Substitute soldiers are permitted to be hired and for $300.
Many northern businessmen resist service and the Governor of New York, Horatio Seymour, declares the conscription act unconstitutional.
South - The Confederacy passes their conscription law in April 1862. Three years of military service is required from all white men between the ages of 18 and 35. Substitutes are hired, resulting in poor morale and insufficient numbers of troops. Later, the age limit is extended to include men between 17 and 50, and in 1865 the Confederate Army begins to conscript slaves.
******* PEACE (31 Years) *******
1898 (Spanish-American War) - Congress declares that all males between 18 and 45 are subject to military duty.
May 1917 - Congress passes the Selective Service Act, establishing local, district, state, and territorial civilian boards to register men between the ages of 21 and 30 for service in World War One. There is much opposition.
During the first drawing, 50,000 men apply for exemptions and over 250,000 fail to register at all. In one round-up held in New York City in 1918 to catch those who failed to report, 16,000 men are arrested. After the war ends, efforts to set up standard military training and service are defeated in Congress.
1920 - The National Defense Act establishes a system of voluntary recruitment.

1940 - Congress enacts the Selective Training and Service Act. All males between the ages of 21 and 35 are ordered to register for the draft and the first national lottery is held. As World War II progresses, the draft age is lowered to 18 and men are called to service not by lottery number but by age, with the oldest going first.
1941 - Following the attack on Pearl Harbor, Congress gives the president power to send draftees anywhere in the world, removing the distinctions between draftees, regulars, National Guardsmen and Reservists, and creating one army made up of all.
1973 -- "THE DRAFT (via 'SELECTIVE SERVICE') finally ends. US Military Service becomes a voluntary process

However...
Just because there is no official "Draft" or "Conscription", we are told by Wikipedia:
"Conscription" still "remains in place on a contingency basis"; all male U.S. citizens, regardless of where they live, and male immigrants, whether documented or undocumented, residing within the United States, who are 18 through 25 are required to register with the Selective Service System. United States federal law also continues to provide for the compulsory conscription of men between the ages of 17 and 45 and [ONLY] certain women for militia service pursuant to Article I, Section 8 of the United States Constitution and 10 U.S. Code § 246

If we need to increase man and woman power in the military and we can't get enough volunteers or other foreign nationals to fill those slots then yes, we need a draft. We got through the post Viet Nam era up until now without the need for a draft. But if happenings in the world require more manpower then let's draft. For those who are drafted, they may end up with a fonder understanding of this country.

"Appreciation" and while we're at it -- trust for those who have the "Decider" power do the "drafting" (Congress) -- might just be in very short supply.
Another point:
In an era of hi-tech war weaponry,how much "man power" or boots on the ground are even necessary beyond existing voluntary forces?

It should be noted that America entered WWI from 1917-1918 for a war that was neither necessary NOR a war many in this country wanted to fight and die for.
It should also be noted that President Wilson and his cronies enacted Selective Service in 1917 -- expressively FOR the sole purpose of drafting young American men into fighting a terrible war in Europe. Didn't they deserve to live peacefully and freely as much as possible without fighting a war that had nothing at all to do with any threat to America?
From the account there was extreme opposition to getting involved in the war in Europe.
From another account, only 73,000 Americans were willing to volunteer to serve in Europe for a cause that was never full explained. Hundreds of thousand were said to be EXPECTED.
When THAT didn't work out, THAT'S when Wilson and his cohorts (his Jekyll Island associates?) instituted a Draft / "Conscription" for military service. In other words, a MANDATE under Federal coercion by the government to fight someone's else's war IN EUROPE. OR be arrested.
Talk about other odd timing.
Once WW1 was over, there was an attempt to coerce Congress to join the League of Nations in 1919. We all know they refused (until the coercion worked in 1945).
In 1920, inexplicably, "Prohibition" was enacted (NO ALCOHOL Law), somehow lasting all the way up until 1933 (blamed on religious puritans). Did this Law / "MANDATE" make any sense?
In 1929 came the Stock Market Crash. Now the working class had to also endure overcoming the hard financial times and "Bread Lines" of "The Great Depression" (1930-1940)
There was "The Dust Bowl" (1930s decade) that devastated farms and farmers lasted up until...around 1940.
Suddenly, with the start and finish of WW2 -- in just 4 short years -- 16 million Americans were involved in the US Armed Services -- NOT INCLUDING BUSINESSES and CORPORATE COOPERATION.
Well, the economy boomed, technological innovations boomed, Big Money was flushed into America. Oh. And "we" won a yuge war.
Folks -- at some point in time, we've got to stop believing past events (and present) were ' are just "coincidences".

You didn’t even point out a “coincidence”. All you did was summarize major events between WW1 and the end of the Depression.
Has anyone, anywhere, ever stated that Prohibition, the Stock Market Crash, and the Dust Bowl were just random occurrences such that their occurrence in sequence could be a considered a “coincidence”? No one is saying that. Each of those events had well-documented causes.

How is that “odd timing”? You explained the timing in your own post. America’s professional volunteer army was not sufficient for what was needed on the Western Front. Hence the draft.
What is that you think the draft was instituted for, if not the need for bodies in Western Europe? How is that “odd timing” under any circumstance?
