I thought the point of calling FEMA ineffective was so that federal disaster funds could go directly to states who know better how to use those funds to help their people. When did it change to just straight up denying federal funds altogether?

Trump has said from day one he wanted to get rid of FEMA and let the states take care of disaster relief.

Trump says FEMA isn't effective and is withholding funds and FEMA relief. As a result we have a growing list of states begging for funds and relief and saying they can't do it alone, without the assistance of the wholly ineffective FEMA.

I've never had to use FEMA so I don't know much about it, but it looks (to me) like he denied individual assistance but might have approved 'public assistance.'

And here we are.

I've said from day one that the funding being dumped into the bureaucratic Washington DC arm of FEMA should be rolled toward the states instead. Just about every bit of the hands-on work that is done by FEMA is done by local residents in the states impacted with help from other states dispatched as needed. Those groups are made up of normal people, living in those and similar towns. Roll the damn funding that is being dumped to the office workers to these people and allow them to use it as needed.
