Executive Orders can and will be undone by the next Democrat president. Trump's legacy hinges and will be judged on any lasting legislation he can actually get passed. Everything else is just temporary window dressing that will be gone with the revolving door that is our current governance via Executive Order.

The executive procedures act, passed by Congress, does impose some requirements before an executive order can be rescinded.
