I guess in my mind the distinction comes down to intent. Did they create this scheme to take dirty criminal money and make it clean or did they create the scheme to hide massive large sum donations as small sum donations.
But what I know about tax evasion and $5.00 will get you a beej from Kamala Harris.

What if the big donation came from a foreign entity in Sinaloa, Mexico or Juarez? Like a cartel leader...It may already be "cleaned" money but they are cleaning it again by hiding who donated the money because it came from a criminal element. Not sure if that is considered laundering...
Anyway, what if it was a big drug dealer in Chicago or New York that donated it, and they are hiding that?

I would think if the drug dealer received the money, or a portion of the money, back as cleaned money it would then be money laundering.
