This happened to me.
Trying to take a video of some cops beating some guy on Jefferson. I was then roughed up and arrested. Remaining after forbidden (I was on a public sidewalk btw) and resisting arrest. Charges dropped later. If my attorney was better I feel I could have had a case.

I have known good, ethical cops, and I have known cops just like those the OP describes.
Unfortunately, the latter are NOT a small minority.

Any crime movie ever, the crime bosses have their goons. I don’t see why crooked politicians would be any different.
