and will not toggle, so unable to connect to wifi. Also bluetooth toggle button is just a continuous spinning circle.
I have done all the resets, hard reset, reset network settings, reset all settings, and complete factory reset, and problem still exist. When problem first began, doing these various resets would fix the problem for awhile, only for it to eventually happen again. But now no amount of resetting will fix it.
Any ideas?
Would bringing to an Apple store do any good?

Found this on Reddit. Doesn't sound good brother.

I'm an iPhone / iPad technician at an independent repair shop. Usually when you have WiFi problems, it's one of two things. Either the WiFi is grayed out (and it doesn't work), or you can still turn it on / off (but it still doesn't work). When it's the latter, it's likely an issue with the WiFi antenna. The OS is seeing the antenna and sensing that something is plugged in, but just can't get any data from it. Replacing the antenna can fix it.
However, in the first situation (which is what you have), it's likely a logic board or software problem. It's not even seeing the WiFi antenna is there. Usually even when antenna is damaged, it can at least sense that something is plugged in. You can try restoring your iPad to see if it's a software issue, but if it turns out to be hardware then it's not something you can fix without replacing the logic board. At which point you should just get a new iPad unfortunately.

I've had that happen on an android tablet. The app had been moved to the SD chip which had unseated itself. I removed it and reseated it. All is good.
Not sure if ipads have SD chips or not.
