Access fee for iPhone 4G LTE with visual voicemail

My wife and I upgraded both of our iPhone 6 to iPhone 8’s last month. We had the 10 GB shared data plan with AT&T for the last 4 years, and we did not intentionally change plans when we upgraded. We were paying $15/phone for the access fee. Get our bill this month and noticed AT&T changed our plan to 20 GB and our access fee went to $40/phone. Called and said I never signed off on the 20 GB data and wanted to keep the original 10 GB plan (apparently, they offer 9 GB or 20GB, but the loyalty department brought me back to 10 GB). Asked about the access fee, and they brought it down to $20/line, but couldn’t give me the $15/line I was paying the last 2 years. Said they went up to $20/line access fee nationwide.
What are you guys paying for access fees? Has anyone seen an increase the last month?

Never heard of a visual voicemail access fee
