I normally just purchased modem-router combos, but want to do something different this time.
qualifications:
- can work with a vpn service
- under $200 (combined)
- docsis 3.1
- will meet ISP plan speeds of 400mbps over WiFi
- WiFi just needs to cover 1,500 sq ft. Single story

Your ISP should have a list of supported third party modems.

Yeah I’ve seen their list, I’m just wondering if people have recommendations on quality. Specifically on vpn enabled routers. I’ll likely just go with the ubiquitous newest arris surfboard modem, but I’m also wondering if there’s a better option.

A DOCSIS 3.1 modem is going to blow most of your budget. The Arris SB8200 SURFboard is $150.
A DOCSIS 3.0 modem supports gigabit speeds. The Motorola MB7621 is a solid modem for $80.
Which VPN service are you using?

So no harm on staying with 3.0 for the next couple years? I was just thinking I’d future proof it. Budget can go up, but if 3.0 is good for gig speeds that’s still faster than the current plan. What’s the benefit of 3.1, just faster speeds?
I currently use private internet access.

Yes, 3.1 is faster. It supports speeds up to 10Gbps.
Motorola MB7621 -$77.99
ASUS RT-AC68U - $133.99
The ASUS RT-AC68U is compatible with Private Internet Access. Here are the instructions for configuring OpenVPN on that router - LINK.

i own an arris docis 3.0 or 3.1(150), I'd have to go look in closet and a 1900 nighthawk(200) router(great router)that I no longer use....never thought about selling them...make offer

Get the modem recommended and use an old PC or get a cheap used one off of ebay and put pfsense on it. Will vastly outperform a prebuilt router and has infinite more options and control.
