Old Windows XP Laptop Reboot/ Reset

Calling on the tech wizards. I have an old Windows Xp laptop I am trying to reset to factory condition. It has admin privileges that are blocking me from doing this and I do not have the recovery or set up discs. I was reading about attempting this through Safe Mode, but it has been a long time since I have worked on a Windows based platform, so my confidence is low.
I am utilizing this machine to run a router I am rebuilding, that requires XP interface to run a program.

Whut? Do you just need a terminal for Telnet or SSH?
You can download the ISO from archive dot org, among other places.

Well, in spit of what you typed, I only know that I need a Windows XP computer. I am not up to date with computer jargon and simply looking to keep the OS of XP without admin restrictions.
Thanks for the reply.

I've used the Offline windows Password Reset in the past and it works. Good luck!

I don't think that's the case, though. Every router or gateway I installed even in the 90s just needed a Telnet (terminal) connection to configure. Try to download a program called [link=(Putty)]https://www.putty.org/[/link] and try to connect to the router.

At first I thought this meant a network router

If so, you can get some usb bootable linux images that'll let you change user passwords of a Windows XP machine

Yes, it's a CNC router for woodworking.
