The rules may have changed but when I was in school (2010) coaches couldn’t practice baseball activities with players in the offseason like that.
Obviously conditioning/weightlifting was fine but anything with a bat/ball/glove/bases was not allowed.

they arent practicing with them, just allowing them access to the facility to self practice but someone has to be there to keep it open
