I assume this means they didn't have a legal leg to stand on. Something in their by laws must prevent them from enforcing this rule.

NCAA still hasn't sent anything official to schools that they are allowed to play the two-time transfers without penalty, so most remain in a holding pattern until official word - even though some play tonight
