Dell didn't leave us in a mess. It's just that Griffin wanted to win on day one instead of taking the OKC type of route. Griffin had assets, rookies, and the ability to take it slow. He decided he wanted to rush the rebuild by bringing in Favors and Redick and doubled down on selling draft picks for Adams and bringing in Bledsoe and whatever veterans he could bring in. Dell sucked but Griffin pretty much had a clean slate.

Source? I always thought that Gayle wanted to sell a bunch of tickets and make money in the Zion era by presenting fans with a competitive team. I honestly do not believe that Griff had the freedom to do an OKC-style rebuild.
