Cops don't charge people they simple arrest them. State or district attorneys evaluate evidence and charge if necessary.

I agree with what you said. That said Scottie said that he never used the “do you know who I am card”. Which is another testament to his unflawed character.
Additionally, several golfers have come forward and said that they were instructed to take the same route Scottie was. This won’t end well for that one cop.

Eh, they arrest you for the alleged charges. The DA decides to pursue the charges.
For teh purposes of this discussion, the cops are the ones who came up with teh obviously trumped up charges. No way the DA follows through actually charging Scottie with a felony.

Seems to me this is one particular setting where that "card" would have been a perfectly reasonable thing to use.
