Because obviously what Kyle did wasn't as egregious as what Hill did.
Had Hill simply put Custer in the wall, he likely would've avoided a penalty. But as I already pointed out, he didn't.

That statement repeatedly touches on the commitment aspect. It sucks, but that's all it boils down to.
Tony's and Gene's priorities lie elsewhere, and simply signing the checks and having others run the show clearly wasn't enough....

Not as much as Allgaier's scheme today though. The 7 looks badass and appears to be the fastest car out there.
And almost as soon as I post this, Allgaier gets a penalty for speeding on pit road. Oof....
