Is it into the separatist-held areas of Donbas or the area still under Ukrainian government control?

As I understand it, the separatists control around 1/3 of that land and the rest is in Ukrainian control with tons of troops there. The question is if Putin will bring the army and fight to also take the other 2/3, and if so, that would be bad.
