Transferring to Phoenix- Doesn't want a house.

My brother is being transferred from Dallas to Phoenix. Married no kids. Currently owns house in Dallas worth about $400k with about $300k in equity.
He's almost 50 yrs old.
He's fine moving to Phoenix but he doesn't want to take on a big house note nor does he feel like maintenance on a big house.
He's open to condos, but everything near his job(East Tempe/Skyharbor Airport ) is either shitty looking or $$$ for an 800 sq ft condo.
I suggested he just live in an RV park as I hear their really nice ones there. He's amenable to this. He just wants to save as much money as possible right now to retire in 10 years.
I know several posters live in the area. Any suggestions?
