I haven’t seen the movie yet, and will probably just wait till it’s on streaming.
But I listened to the audio book about a year ago and wasn’t a big fan of how the story progressed (i went into the book thinking The Hunger Games Part 4).
Spoilers:
Once again, I haven’t seen the movie yet.
I personally thought after reading the book and knowing they were making a movie that it should have been made into a limited series. I know they went the film route because it could make more money that way (as of now the box office is hovering around the production cost).
A 3 episode limited series:
episode one 1- introduction of characters, development of the academy and how they are trying to revamp the hunger games.
Episode 2- the actual hunger games part
Episode 3- the aftermath of the hunger games and the fall out of snow getting convicted.
Over the 3 episodes you see the decent into madness by snow and his relationship with Lucy deteriorated.

I thought the movie did a pretty good job breaking down the "parts" of the story you suggested.
Spoiler alert:
They could have done a much better job explaining why she betrayed him in the end after everything he did for her.

Having not read the book I felt like there were pieces missing. I wondered if they were planning more prequel movies because, while I liked it, I felt a little unsatisfied at the end. I agree it would have been great as you suggested or maybe as 2 movies.

I mean, the whole story makes sense. It’s the slow fall into madness for Snow.
But being split into 3 episodes is based on the flow of the book. When reading the book everything building up to the hunger games was great, although short the games itself was good. But part 3 happens and it was so slow after a big action packed part. It basically had its climax and dragged you along for the next part of his life until you get another smaller climax.
